Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).
All areas of the facility were reviewed for compliance.

Observed Violations
STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: On review of the Manager file, Licensing observed only 2 references to be available. Schedule B requires that a Manager has 3 character references on file.
Corrective Action(s): Please ensure that the Manager meets the requirements.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: On review of 5 staff files, Licensing observed that one staff had recently renewed their ECE certification but the validation on file was for the expired certificate. Licensing also observed that the expired certificate was posted prominently.
Corrective Action(s): Please ensure staff files are current and accurate information is displayed.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: On review of emergency evacuation records, Licensing observed that the evacuation drill had not been practiced since Januuary 2018 for both programs. Licensing does note that all fire drills have been conducted and recorded on a monthly basis.
Corrective Action(s): Please ensure an annual evacuation drill is completed

MEDICATION: 16080 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: On review of children's emergency medication, Licensing observed that one medication was expired.
Corrective Action(s): Please ensure that any medication required for a life threatening illness is current and safe for use.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: On review of attendance records, Licensing observed that today only 12 children were signed in but 13 children were in attendance.
On review of past records, there were several missing departure times for children in the Preschool program. This program has 2 'end' times.
Corrective Action(s): Please ensure all attendance records are accurate and complete

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: On review of a random selection of 7 children's care plans, Licensing observed that 3 were in need of annual review. This is required to current and accurate information is available to staff to safely care for the child.
Corrective Action(s): Please ensure that all children's records are complete.

Comments

Summary of Inspection

At today’s inspection there were 13 children and 2 staff present plus a support worker.
47 children are currently enrolled.

At this inspection the above noted contraventions were identified.
Licensee is required to submit a corrective action plan to address the contravention/s
Licensing will review the corrective action plan
As part of this Routine Inspection a Facility Risk Assessment Tool was completed and a copy was provided.

The following education/recommendations were provided through discussion:
- Healthy eating using the Canada Food Guide - parents provide snacks
- Active Play promotion -daily outdoor play occurs
- Active Supervision reminders particularly in public spaces - facility uses school playground and children wear coloured pinnies
- Reportable Incident reporting to Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
- Lead in water – reminder to flush pipes before using for drinking
- Discussed products with DIN #'s in the first aid kit - these were removed at inspection.
