Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP).
All care categories were inspected for compliance

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12010 - CCALA s.7(1)(d) - A licensee must do all of the following: (d) appoint a manager for the community care facility.
Observation: Licensing observed that a Manager name was not posted and the named Manager was not officially appointed as the Manager by the Licensee. This was further discussed with the previous Manager (currently named) and identified as a recent change, but over 30 days.
Corrective Action(s): Please submit a change of Manager form to Licensing. A form will be provided by email.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: The care plan was not reviewed annually with the parent in relation to a child requiring medication. This was discussed with a staff on site as to the requirements of legislation.
Corrective Action(s): Please ensure any care plan intended to support a child is reviewed with parents annually to ensure the information is accurate and up to date.

Comments

Summary of Inspection

At today’s inspection there were 7 children and 4 staff present as well as the cook. The named Manager was away.

At this inspection the above noted contraventions were identified and the Licensee is required to provide a written response to Licensing, addressing the contraventions, by the date below.
As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following was discussed:
- Wear and tear on walls in both programs
- Hygiene and sanitization practices and communicable disease plan
- Auditing of children's files to ensure accuracy around children's allergies/needs.
- Emergency evacuation plan and drill
- Lead in the water
- Audit of staff files to ensure all information required is present using current systems
- Licensing Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
- Regular review of BCCDC website for COVID-19 updates (see link below)
