Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following:
- The nap room window is located on a second floor and was slightly opened. A window guard was not in place to ensure that it could not be opened wide enough for a child to climb out.
- Unsecured electrical cords on and suspended above the side table next to the couch in the front room with several cords plugged into an electrical outlet on the side table.
- An unsecured cord on a white noise device on the floor of the nap room.
- A computer cord suspended from a device next to the couch in the front room
- An extension cord plugged into an outlet on the side of the exterior of the house; with one outlet uncovered within the children's outdoor play space
- Cords that are attached to the side of the exterior of the house that are not secured and at children's height
- a large tv in the front room which is not secured and could pose a hazard if it were to fall
- an uncovered garbage bin located in the kitchen near where children were eating, which was full and accessible to children
Corrective Action(s): The corrected the following during the inspection:
- removed all unsecured cords within children's reach in the front room
- replaced the window guard in the nap room to ensure that it cannot be opened further
- removed the white noise device from children's reach in the nap room

Ensure that a healthy and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Areas of the facility were not clean, including: walls and floors throughout, exterior of fridge, a play pen used for napping and the change table and pad. An area on the wall has exposed drywall which is porous and does not allow for cleaning.
Corrective Action(s): Ensure that the facility is clean and in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Cleaning supplies were observed in an unlatched cupboard in the kitchen and personal toiletries, including items such as listerine and razors were observed in an unlatched cabinet and open shelving in the bathroom. These items were potentially within the reach of children and could pose a hazard.
Corrective Action(s): Ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation (CORRECTED DURING INSPECTION): The Licensee said that the monthly fire drills have been practiced, along with the an annual emergency drill; however, these have not been recorded. The last recorded fire drill was June 2022.
Corrective Action(s): The licensee corrected this during the inspection, creating a record of compliance for both fire and emergency drills

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation (CORRECTED DURING INSPECTION): Of the 6 children's records reviewed, 2 did not include a date of enrolment in the facility.
Corrective Action(s): Licensee corrected during the inspection, adding missing dates of enrolment.

RECORDS AND REPORTING: 19250 - CCLR s.58(2)(a) - The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation: Two children requiring extra support do not have a care plan in place.
Corrective Action(s): Ensure to develop care plans in consultation with a parent of the child requiring extra support.

Comments

During this inspection, the above noted contraventions were identified. As part of this Routine inspection, a Facility Risk Assessment Tool was completed.
The information contained in the report was discussed with the Licensee and the report and risk assessment were written off-site. Licensing emailed a copy of the report and the risk assessment to the facility.
