Introduction

An unannounced routine inspection was conducted today to assess compliance with the Community Care and Assisted Living Act, Child Care Licensing Regulationand the relevant Director of Licensing Standards of Practice. Evidence for this report was based on the writer's observations, review of the facility records, and information provided by the facility staff at the time of the inspection.

The following areas were reviewed:
Licensing
Physical Facility
Staffing
Policies and Procedures
Care and Supervision
Hygiene and Communicable Disease Control
Medication
Nutrition and Food Services
Program
Records and Reporting.

As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The risk assessment includes any violations identified during the routine inspection, and a 3 year 'historical' review of the facility's compliance and operation.

Observed Violations
No violations were found during the inspection.

Comments

The Licensee has been licensed at this location for just under 2 months. The facility has fully met all of the legislative requirements for this routine inspection. The facility manager has previously operated a licensed child care facility and is familiar with the legislative requirements for operating a child care facility.

The writer discussed the following with the facility manager:
Supervision - the Director of Licensing Standards of Practice Active Play and Safe Play Spaces speaks specifically to active supervision. All staff must practice active supervision, a combination of close proximity and attention, watching, and listening. Staff must be able to move through and see the entire play space. All staff must know how many children are in their care at all times.
Reportable Incidents - if a child is involved in a reportable incident as per Schedule H of the Child Care Licensing Regulationthe child care staff must make a report to Licensing within 24 hours. If the facility's Licensing Officer is unavailable via telephone the child care staff are asked to call (604) 587-3936 and ask to be connected to the Regional Licensing Officer. This phone number is staffed during regular business hours.
Lead in the water - Licensing is encouraging child care to help reduce the amount of lead children may be exposed to. This may be achieved by having staff run the water in the taps that children use for drinking water on a daily basis. The writer provided the manager with a hand out on this topic.

The Manager was present today with another staff member and 7 children.
