Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation (CORRECTED DURING INSPECTION): one educator certificate was not posted.
Corrective Action(s): Ensure that each educator or assistant certificate is posted.

MEDICATION: 16030 - CCLR s.53(2)(a) - A licensee must ensure that a child's medication is not accessible to any child, except that a child may have access to his or her own medication if (a) the child's parent has instructed the licensee to permit this.
Observation (CORRECTED DURING INSPECTION): Medication was accessible to children in care.
Corrective Action(s): Ensure that medication is not accessible to children in care.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: 2 of 15 children records reviewed did not have a photograph or digital image of the child.
Corrective Action(s): Ensure that each child record has a photograph or digital image of the child.

RECORDS AND REPORTING: 19250 - CCLR s.58(2)(a) - The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation: two children requiring care plans did not have a Care plan not developed in consultation with the parent or any person requested by the parent.
Corrective Action(s): Ensure each child requiring a care plan has a care plan created in consultation with the parent.

Comments

Summary of Inspection
At the inspection dated January 27, 2022 there were 45 children and 15 staff present. At this inspection the above noted contraventions were identified. The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
The following education/recommendations were provided:
· Promoting Active Play in the program
· Temporary Placements
· Ages and numbers of children in programs
· Staff ratios
· Emergency evacuations- ensuring all emergency evacuation exits are clear and emergency equipment is able to be transported
· Medications
· Active Supervision
· Registration forms to be completed for this facility and not transfers from a previous one.
· Original facility License to be posted
· Lead in the Water
