Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:

Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Contraventions
Previous Inspection -
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
POLICIES AND PROCEDURES: 13010 - CCLR s.22(1)(a) - A licensee must have all of the following: (a) emergency exits and a fire drill system approved by a local assistant within the meaning of the Fire Services Act.
Observation: Licensing observed that the fire extinguisher had not been serviced in the last 12 months. It was due for service on the 19th December 2017.
Corrective Action(s): Please ensure an effective system is in place to respond to an emergency.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: On review of fire drill records, Licensing observed that there were only records available as of September 2017. There was no record available of an emergency drill being conducted or the previous months of fire drills being conducted. In speaking with the manager by telephone, the 2017 record was taken down and filed off-site.
Corrective Action(s): In future, the manager stated that the records will be kept on site for review.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: On review of care plans posted, Licensing observed that 2 were requiring annual review. Licensing discussed this with the staff on site as to the reasons of the requirement, to ensure that the information posted (response required by staff) remains current and appropriate.
Corrective Action(s): Please ensure that care plans are reviewed with parents/guardians on an annual basis.

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above

On site today was an ECE teacher with 10 out of school aged children. Manager was absent. Another staff arrived early afternoon.

Staff to child ratio was in compliance with regulations
Programming is posted and available for parent review and children's art work is displayed in the facility. The facility operates a full program meeting the requirements of Schedule G.
Licensing observed the children playing computer games for a short period of time on Licensing's arrival. This was followed by outdoor play then free play and art activities. Children then washed hands for lunch.

Discussions with the Staff:-
- Licensing reviewed the care plans in place with the Staff (see above violations for details)
- Licensing provided the immunization poster as a resource
- Licensing reviewed the active play and screen time policies and recommends adding the facility procedure for how long the children will have screen time in both programs as well as active play for preschool children.

Licensing observed Staff engaged with children using appropriate language and respectful guidance techniques. Children's individual needs were met.

A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
A follow up inspection may be conducted due to the number and nature of the contraventions.
