Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP).
All care categories were inspected for compliance.
A risk screening was conducted prior to inspection.

Observed Violations
CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Licensing observed the staffing schedule to include a staff member not fully qualified to work as the second staff in this program. A staffing plan was previously approved by Licensing but expired in December 2021. The requirements for continual appropriately qualified staff was discussed with the Manager.
Corrective Action(s): An application for staffing exemption was received by Licensing on February 23, 2022, which, when approved will bring the facility back into compliance.

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: A care plan does not include the course of action recommended by health care professionals for a child requiring additional support. Further discussed with the Manager that the care plan is required to guide staff as to what signs and symptoms the child will present with, and what course of action is recommended to address the child's needs. The care plan posted is a generic form for general use, and not specific to the child.
Corrective Action(s): Please ensure the care plan contains the required additional information, made in consultation with the parents.

Comments

At today’s inspection there were 7 children and 2 staff present. The Manager assisted with the inspection.
Licensing did a full walk through of the whole facility.
Licensing reviewed the facility’s COVID-19 prevention strategies

At this inspection the above noted contraventions were identified.
The Licensee is required to submit a compliance plan by the date indicated, which will be reviewed by Licensing.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following was discussed:
- Care plans and required information
- Covid-19 prevention policy when inviting parents into the facility to drop off/pick up children
- Staff exemption requirements to maintain compliance (see violation for details)
