205 - Cold potentially hazardous food stored/displayed above 4 °C. [s. 14(2)]
Observation (CORRECTED DURING INSPECTION):
The cream dispensing machine in the drive thru and front area had temperatures of 6C. Review of the temperature logs shows that the temperatures have exceeded 4C/40F for the last week. No action has been taken by staff to address the issue.
Corrective Action(s):
Decrease the temperature of these coolers so they can maintain 4C/40F or colder at all times, and call a repair person to maintenance the machine.
Staff explained that they are unable to adjust the machines and have placed bags of ice inside the creamer dispensers to help decrease the temperature until a repair person arrives.

302 - Equipment/utensils/food contact surfaces not properly washed and sanitized [s. 17(2)]
Observation (CORRECTED DURING INSPECTION):
The cloth buckets had 0ppm Quats sanitizer concentration. It was found that the sanitizer dispensing unit was empty, so staff were filling the buckets with water only.
Corrective Action(s):
Replenish the sanitizer dispensing unit with more Quats sanitizer and refill the cloth sanitizing buckets. Staff completed these tasks during the inspection. Quats sanitizer concentration in the cloth buckets was 200ppm.

401 - Adequate handwashing stations not available for employees [s. 21(4)]
Observation (CORRECTED DURING INSPECTION):
Some hand sinks had empty liquid soap dispensers, and all hand sinks were blocked and/or surrounded with coffee urns, containers and/or food.
Corrective Action(s):
Fill all empty soap dispensers and keep full so staff can properly wash their hands. Staff filled all soap dispensers during the inspection.
Relocate all food, containers, and coffee urns to other areas so the hand sink isn't blocked for use. As well, it will prevent the food and containers from becoming contaminated with water splashing from staff washing their dirty hands.

212 - Operator has not provided acceptable written food handling procedures [s. 23]
Observation:
Temperature recording of certain coolers being done by thermometers which remotely sends the readings directly to computer. Supervisors are unable to view daily recorded temperatures and therefore are unable to know or react to incorrect temperatures. This is demonstrated for the June 13/16 week where the creamer coolers were above 4C/40F and continue to be above this limit, yet no corrective action has been taken.
Corrective Action(s):
Manually record the temperatures of all coolers until the system is fixed to address this inability to view same day temperature recordings via the computer, especially those remotely sent to the computer.

Observation:
General sanitation is satisfactory, but improvement needed in the hard to reach areas (floor under all equipment and shelves) and in detailed cleaning (undersides of tables and sinks; shelf & cupboard surfaces).
Corrective Action(s):
Increase the frequency at which hard to read areas are cleaned, and ensure detailed cleaning is happening. This means lifting equipment off tables and washing the surface under them; washing the floor and surfaces under equipment and tables all the way to the back walls; remove all items from shelves and cupboards prior to washing the shelves & cupboards; wash the undersides of tables and sinks, especially by the coffee grind cans.

308 - Equipment/utensils/food contact surfaces are not in good working order [s. 16(b)]
Observation:
1) The back bar cooler door gasket/seal is damaged. The gaskets helps provide a tight seal so cold area doesn't escape, and decreases the power usage.
2) The chemical dispensing machine is unable to dispense Quats sanitizer into the 3-comp. sink via the long hose (1st knob), yet it will dispense via the short hose (middle knob) for cloth buckets & spray bottles.
Corrective Action(s):
1) Replace the broken door gasket/seal with a new one.
2) Repair the broken chemical dispensing machine so it can dispense Quats sanitizer into the 3-comp. sink via the long hose. In the interim, inform all staff that they shall only use the short hose (middle knob) to dispense Quats sanitizer into the 3-comp. sink and cloth buckets.

Comments

A routine inspection was conducted, the following observations were made:
- Coolers were below 4C (other than the cream dispensers); freezer was -18C; thermometers present; hot holding units above 60C; and temperature recorded daily.
- Handwashing sinks stocked with running hot and cold water, liquid soap and paper towels.
- Quats sanitizer was 200ppm in cloth buckets and in spray bottles.
- Food storage practices done properly. All foods stored in food grade containers; covered; date coded; in groups to prevent contamination; and 6" off the floor.
- Food handling practices done properly. Staff use disposable glove correctly, and hands washed frequently.
- Stock rotation done properly. FIFO ruled followed and no expired foods in use or for sale.
- FoodSafe certified staff present.
- General sanitation level is satisfactory, but improvement needed in mentioned areas. Decrease the clutter and discard excess/extra items to aid in cleaning and decreasing pest harborage areas.
- No signs of pests.
