Introduction

An unscheduled follow up inspection to the Routine Inspection # SREL-AXAN66 dated March 28th 2018 was conducted. Areas of non-compliance identified at the Routine Inspection were reviewed for compliance.

Licensee/Manager had responded to the coded items in writing.

The following contraventions have been addressed:
15030 - Towel dispenser in the Group Child Care under 36 month program contains paper towels.
19060 - All records are in place for children in attendance.

Contraventions
Previous Inspection - Contraventions observed on FIR #SREL-AXAN66 have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: On Licensing's arrival there were 8 children in care with one staff in the group child care 30 months to school age program. 15 minutes later 2 more children arrived and still only 1 staff. Manager stated that another staff was due to arrive. 1 child went home due to sickness and 1 child was moved into the group child care under 36 month program.
In the group child care under 36 month program there were 5 children and 1 staff. the 2nd staff arrived at 9.30am
Children were also observed to be using the Group child care under 36 month bathroom facilities to wash hands prior to snack.
Corrective Action(s): Please ensure staff to child ratio is maintained at all times to ensure appropriate care and supervision of children. Please ensure that groups are not mixed during transition times.

Comments

On site today was the Manager/Licensee who was working as part of staffing ratio in the Group Child care 30 months to School age program. The Manager was alone in the program with 8 children as Licensing arrived, followed by 2 more children attending 15 minutes later. The children were engaged in free play activities and Manager had also organized a table top activity for a small group.
1 child left due to illness leaving 9 in the group and 1 child was moved over to the Group child care under 36 month program. This child meets the age requirements.
There were 5 children in the group child care under 36 month program with 1 staff and when the 2nd staff arrived, she went in this room to assist bringing the facility back into compliance.
Manager indicated the stresses caused by lack of qualified staff in order to effectively support the program.
The regular ECE staff was covering in the Group child Care under 36 month program as the ITE staff was away due to illness. For this program, the requirements of Section 37 were utilized.

No other safety concerns identified.
Discussions about staffing concerns whilst the children were having snack.
Discussed the change in area Licensing Officer.
