Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: One early childhood educator certificate was not verified.
Corrective Action(s): Ensure that each early childhood educator or assistant certificate is verified by the system maintained by the early childhood educator registry.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: The Manager said the fire drills and emergency drill were completed but could not locate the written record.
Corrective Action(s): Ensure that a record of fire drills and emergency drills is maintained.

RECORDS AND REPORTING: 19250 - CCLR s.58(2)(a) - The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation: Care plan for a child requiring support was not developed in consultation with the parent or any person requested by the parent.
Corrective Action(s): Ensure that each child requiring a care plan has one created in consultation with the parent.

Summary of Inspection
At the inspection dated January 10, 2023 there were 12 children, 3 staff, and a support person present. At this inspection the above noted contraventions were identified. The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
The following education/recommendations were provided:
· Promoting Active Play in the program
· Care plans
· Lead in the Water
