Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

The following was reviewed:
Active supervision practices during diapering, nap time, mealtimes and indoor and outdoor play;
Licensing conducted a walk through the entire house today.

Contraventions
Previous Inspection - Contraventions observed on FIR #DCAR-ASYQG3 have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: At the time of this inspection a criminal record clearance renewal is needed for a family member. In addition, although the Licensee has applied for a clearance letter though the local police, the Child Care Licensing Regulations require that the process be completed through the Criminal Record Review Agency.
Corrective Action(s): Ensure clearance letters are obtained for all individuals living in the home over the age of 12 and processed through the Criminal Record Review Agency.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: At the time of this inspection, a registration for 1 child did not contain emergency contact and authorized pick up information. Licensee advised that the parent would be the only emergency contact and authorized pickup.
Corrective Action(s): Ensure all children in care have information regarding authorized pick up and emergency contact.

Comments

Thank you for your time during this inspection. Upgrades to carpeting and flooring have been completed. Licensing looks forward to a continued working relationship with Charlene's Family Child Care.
The following was discussed:
Minor Incident Log
As discussed, it is recommended that you include the time of the incident; parent notification and any first aid that may have been administered. It is recommended that a bound and numbered log book be obtained for documentation purposes. At this time the Licensee advised that parents are verbally notified and documents that incident in a log book and/or calendar.
Emergency Cards
As discussed, emergency information (e.g. parent contact and emergency contact information, care card #'s, etc.) should be available at all times if going off-site. At this time, the Licensee does maintain photographs of each child on her phone.
Emergency Planning:
As discussed, emergency supplies should be accessible and easy to transport (e.g. wheeled container). At this time, due to recent renovations, supplies have been moved upstairs. It is recommended that an out of province/area contact number be obtained and provided to parents to permit the Licensee to focus all of their attention to the children in care in the event of a disaster (e.g. earthquake). The Licensee advised that should they need to relocate off-site, that nearby schools are available. Licensing recommends that this be confirmed with the off-site relocation sites. A reminder that Child Care Licensing Regulations require the emergency plan be implemented at least once a year.
The Licensee advised that the following would be completed:
Replenishing of resilent surfacing in the outdoor play area where play equipment is utilized. To be completed in the next 2-3 weeks. Please advise Licensing when completed.
Ceiling tile and some baseboard replacement to be completed.
Licensee will be looking into the BC Maintenance Grant for possible funding.
