Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:
Licensing
Physical Facility
Staffing
Policies and Procedures
Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation (CORRECTED DURING INSPECTION): On review of a random selection of 4 children's files, licensing observed that one was missing an enrollment date.
Corrective Action(s): Please ensure all children's information is complete at the time of registration.

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above

On site today was the Licensee with 4 children.

Discussions with the Manager/Licensee:-
- Licensing reviewed the emergency procedure and policy with the Manager to ensure accuracy and a second location that works for the facility. Regular drills have been practiced.
- Licensing provided information regarding Appetite to Play (see above website) and will provide further resources in relation to healthy eating for parents after discussion on food provision by parents.
- Licensing recommends a regular review of policies to ensure accuracy - additions required to the repayment policy in regards to withdrawal.
- Discussion on active supervision and ensuring that facility policies are followed, particularly during outdoor play and bathroom supervision.
- Discussion Re: Reportable Incident reporting to Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
- Bill 5 awareness – Facility has been receiving Licensing Officer’s emails.
Exemption in place for extended Preschool hours.
Licensing observed Licensee/Manager engaged with children providing appropriate guidance during planned activities.

A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
