Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:

Policies and Procedures
Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

At time of this inspection all areas inspected were found to be in compliance with the exception of the following:

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): Electrical outlet covers were missing for one outlet in the play room.
Corrective Action(s): Licensee installed the covers immediately.
Date to be Corrected: Completed.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: Licensee states fire drill was not conducted for month of December as closed for part of the month and that the drill was conducted in November but forgot to record it. Record indicates drills were conducted for all other months.
Corrective Action(s): Please ensure drills are conducted monthly as per requirements and that records are complete.

POLICIES AND PROCEDURES: 13100 - DLSOP Active Play - The Licensee must develop and implement an Active Play Policy to engage children in daily active play, consisting of un-facilitated play and facilitated games and activities.
Observation: Licensee has not developed the Active Play and Screen Use Policies as per requirements of the new Director of Licensing Standard of Practice for Active Play. However, the Licensee does provide opportunity for children for Active Play and stated she has made changes to TV use as per the new requirements.
Corrective Action(s): Please complete the new policies as per requirements.

POLICIES AND PROCEDURES: 13110 - DLSOP Active Play - [The Licensee must develop and implement an Active Play Policy to engage children in daily active play, consisting of un-facilitated play and facilitated games and activities.] This policy should also be shared with parents/families.
Observation: The new policies for Active Play and Screen Use have not been provided to parents.
Corrective Action(s): As per requirements, please complete the new policies for Active Play and Screen Use and provide to parents.

RECORDS AND REPORTING: 19060 - CCLR s.57(1)(a)(b)(c) - A licensee must keep current records for each child showing (a) the information set out in subsection (2),
(b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and
(c) the consents referred to in subsection (3).
Observation: The emergency consents for two children have name of another day care on the forms.
Corrective Action(s): Please ensure records are complete and current. Licensee stated the consent forms were up-dated as this was identified previously by Licensing, and that they have been misfiled.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: All 8 registration records were reviewed and records were complete with the exception of missing immunization record for 2 children.
Corrective Action(s): Please ensure records are complete as per requirements. The Licensee stated she believes she has the records but is misfiled.

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above

There were 4 children in care and Licensee's child was also on site. The age of the children is in compliance with requirements.
Programming includes outings in the community, including visits to the library, lunch out, walks, and playing at the school playground when taking children to preschool. Children are provided daily opportunity to do art, coloring, reading. Children were observed engaged in free play activities with the Licensee assisting the children with the activities. The Licensee used appropriate language and guidance techniques.
--Children were observed playing in the activity room downstairs, and as well having snack and playing upstairs.
--Most children at present do not require a nap. Playpen is in use for sleeping for one child who naps some of the time.

Discussions with the Manager:
-Licensing reviewed the requirements for Active Play and Screen Time policies and Manager stated that she was aware of the new requirements but not for developing new policies.
A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.

This inspection report was reviewed with the Licensee.
