Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP).
All care categories were inspected for compliance.

Observed Violations
MEDICATION: 16020 - CCLR s.53(1)(b) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation: Medication was not readily accessible to employees while outside at play. Medication was stored in a locked cabinet within the classroom. Discussed further with the program staff who said that the child does not regularly require the medication but understands the importance of immediate access.
Corrective Action(s): Please ensure staff have immediate access to emergency medication required by child

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: There is no care plan in place for a child requiring emergency medication. A medication form is available but does not include the course of action recommended by health care professionals other than direction 'as needed' on both the form and medication.
Corrective Action(s): Please ensure a care plan is made in consultation with the parents which ensures that appropriate direction is given to the staff as to when to use the medication provided.

Comments

At today’s inspection there were 17 children in the Group Child Care (30 mths to SA) program with 5 staff and 6 children in the Group Child Care (under 36 mth) program with 3 staff. The Manager was also on site today.

At this inspection the above noted contraventions were identified.
The Licensee is required to address the contraventions to bring the facility back into compliance and provide a written response to Licensing by the date below.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following was discussed:
- Valid CRC/s are available for all staff and reviewed expiry dates.
- Active Play promotion and outdoor play during warmer months and additional shade will be added (plan to follow)
- Hygiene and sanitization practices and communicable disease plan
- Emergency evacuation plan practiced
- Lead in the water – results received
- Emergency medication requirements
- Licensing Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
- Regular review of BCCDC website for COVID-19 updates (see link below)
