Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

Care and supervision/Hygiene and medication
Nutrition

Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
RECORDS AND REPORTING: 19051 - CCLR s.56.1(2)(a) - A licensee must keep (a) a copy of the written statement, referred to in section 19 of the Act, that the licensee delivers to persons who prepay part of the cost of services
Observation: On review of a random selection of 4 children's files, Licensing observed that 2 were missing a copy of a signed prepayment agreement from the parents. Licensee stated that she has given them out to parents and just haven't been returned.
Corrective Action(s): Please ensure documentation required is available for review.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: On review of a random selection of 4 children's records, Licensing observed that one was missing an enrolment date.
Corrective Action(s): Please ensure all children's files are complete at the time of registration.

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above

On site today was the Licensee and 5 children. A 6th child is due to arrive after preschool.

Staff to child ratio was in compliance with regulations

Licensing observed the children in free play on arrival. 1 child was trying to nap but didn't sleep. Children were invited to have snack where required whilst others sat at the table to do puzzles.

Discussions with the Licensee:-
- Licensing reviewed the minor incident reporting with the Licensee. Any incidents are recorded on the attendance records and reported to parents. Licensing recommends using a bound book to record any incidents to ensure integrity of information.
- Licensing provided information regarding Appetite to Play and provided the immunization poster as a resource.
- Licensing requires a health and safety plan to be in place for individuals residing in the home over 12 years which mitigates the risk to children while waiting for a current criminal record check clearance from the criminal record review program.

Licensing observed the Licensee engaged with children during snack time and free play - Licensee used appropriate language and guidance and was able to meet each child's needs.
A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
