Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation (CORRECTED DURING INSPECTION): During the inspection, Licensing observed that there were 8 children in care, despite the fact that the facility Licence issued states a capacity for only 7 children.
Corrective Action(s): Ensure that a capacity of only 7 children in care at the facility is always maintained.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation (CORRECTED DURING INSPECTION): Licensing observed that one child did not have their date of enrolment listed on file.
Corrective Action(s): Ensure that a record of the child's date of enrolment is kept on file.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Licensing observed that one child did not have their emergency contact listed on file.
Corrective Action(s): Ensure that a record of the child's emergency contact is kept on file.

Comments

At the inspection dated May 27, 2022 there were 8 children (over ratio by one child) and themanager was on-site and assisted with the inspection. At this inspection, the above noted contraventions were identified. Actions required by the licensee includes a written response. The contraventions noted in this report were reviewed with the facility during the inspection.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations/discussions were provided:
- Reportable Incident procedures, to be reported within 24 hours. Child care staff are asked to call their Licensing Officer to make the report. If the Licensing Officer is unavailable, please call the Duty Line.
- Continue to document minor incidents using the incident log bound book, and take note of any illness and unexpected events involving children not requiring medical attention, and that are not reportable incidents as described in Schedule H and staff to initial and date after each documentation.
- Organization of files and ensuring they are current
- Continue to constantly review facility policies
- Continue to clean and sanitize the facility including toys and equipment
- Continue hand hygiene procedures
- Active supervision of children indoors and outdoors
- Check the expiry date of items in the emergency supplies kit
