Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR ##GSIU-ANXPWN have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10060 - CCLR s.11(3) - When advertising or otherwise offering services to the public, a licensee must identify the care program being offered.
Observation: Licensing observed on the attendance sheet that the program being provided is a preschool program although the community care facility license care type is listed as Group Daycare 0-36 months and Group Daycare 30 months to school age. In discussion with the Manager, she stated that Hanna Court is offering a preschool program for 6 hours in duration. The Manager mentioned that she was unaware that this was not permitted. She will work towards considering a new name for the part time program
Corrective Action(s): Please ensure the program being offered and advertised is consistant with the care program that is listed on the community care facility license.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During the inspection licensing observed the following inside the facility:
-a broken door on a cupboard
-a tap in the 3-5 room washroom that did not have running water
-a sand table cover in the toddler room has sharp edges that may cause splinters


The Manager stated that a plumber has been called from the City of Burnaby to fix the tap. We discussed how the tap has been turned off as it leakes water and this spills onto the floor and could cause a tripping hazard. The Manager mentioned there are plans to move to a new facility. They are awaiting information from the City of Burnaby.
Corrective Action(s): Please ensure the furniture, equipment and fixtures are in good repair when children are in attendance.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: During the inspection the following was observed in the facility:
-a box of garbage bags was underneath the sink in the washroom that is accessable to infant and toddlers. This could cause a choking hazard.
-shaving cream cannisters were placed on a table in the toddler classroom. These were accessible to children This could cause a poisoning hazard.
-a tall shelf in the infant nap room was not anchored to the wall. This could cause a possible falling hazard.
Corrective Action(s): Please ensure children do not have access to any objects or substances that are hazardous to their health and safety.

Comments

During this inspection the following was discussed with the Licensee,

-their supervision process/active supervision.
-flushing of the water daily to ensure that there is no lead in the water
-when reporting any reportable incidents to get in direct contact with a Licensing Officer. If your Licensing Officer is unavailable then please call the Duty Line at (604) 587-3936.

Three refrigerator temperatures were measured above 5 degrees Celsius. Licensing recommends a temperature of 0-4 degrees Celsius be set for the refrigerators to ensure food safety.
