Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), and the Child Care Licensing Regulations (CCLR), and the Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: One step leading to the playground was unstable, providing risk for children to lose balance and fall. Licensee stated they had observed this yesterday and had made plans to repair the step on the weekend.
Corrective Action(s): Please ensure that the community care facility and the furniture equipment and fixtures within it are clean and in good repair while children are in attendance.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed a crib was placed next to an exposed electrical plug, providing access to children during naptime.
Corrective Action(s): Please ensure that children do not have access to any object or substance that may be hazardous to the health and safety of a child.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: Water temperature of the bathroom faucet where children wash hands was tested at 56 degrees Celsius.
Corrective Action(s): Please ensure that any heated water accessible to children is heated to no more than 49 degrees Celsius.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Of four children's records reviewed, two files contained no emergency contact person, and two contained no contact for medical practitioner.
Corrective Action(s): Please ensure to keep for each child a record showing the name and number for medical practitioner, and emergency contact.

RECORDS AND REPORTING: 19190 - CCLR s.57(3)(a) - A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation: Of four children's records reviewed, one file did not contain record of consent to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Corrective Action(s): Please ensure to have in writing from a parent and maintain at the community care facility consent to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.

Comments

Summary of Inspection:
· During today’s inspection, there were 3 children, and the facility licensee present.
· At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.

The following was discussed:
· Education provided around systems in place so the emergency kit is reviewed regularly to ensure sufficient food and water are stored.
· Education provided about posting manager name near licence
· Licensing reviewed the new outdoor renovations. Licensee stated they have seems in the grass to complete, and in between the rubber surfacing and the grass. This will happen on the next dry day, to prevent tripping.
