Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).
All areas of the facility were reviewed for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed that the facility baseboard heaters that were accessible to the children were very hot to the touch. Discussed with the Manager who stated that the heating is generally turned off at the start of Preschool. They do hold residual heat and the heater is located in a designated play area.
Corrective Action(s): Please ensure that a safe environment is provided at all times.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Licensing reviewed 5 staff files of which 3 were validated throught the Registry but 2 were not. 1 staff has just returned from a leave and the other recently renewed her certificate.
Corrective Action(s): Please ensure all renewals and returning staff have their certificates validated through the Registry.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: On review of child records, Licensing observed that 2 care plans had not been annually reviewed and 1 was miossing a date of preparation.
Corrective Action(s): Please ensure all care plans are up to date.

Comments

Summary of Inspection

At today’s inspection there were 13 children and 3 staff present plus a support worker from Langley Inclusion.
60 children are currently enrolled.

At this inspection the above noted contraventions were identified.
Licensee is required to submit a corrective action plan to address the contravention/s
Licensing will review the corrective action plan
As part of this Routine Inspection a Facility Risk Assessment Tool was completed and a copy was provided.

The following education/recommendations were provided through discussion:
- Healthy eating using the Canada Food Guide - parents provide snacks and lunches
- Active Play promotion
- Requirements of Temporary Placements applications
- Active Supervision reminders particularly in public spaces
- Reportable Incident reporting to Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
- Lead in water – reminder to flush pipes
- Minor incident log book being separated from staff communication to protect integrity
