Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance with the exception of the outdoor play area.

Contraventions
Previous Inspection - Contraventions observed on FIR ##GSIU-ARMQ64 have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection the Licensee and I discussed her procedure for diapering children. The licensee stated she uses baby wipes between diaper changes to clean the shared diaper change mat.
Corrective Action(s): Please ensure that the change mat used for changing diapers is disinfected each time a child's diaper is changed to ensure the health and safety of the children in care. A solution of bleach and water is recommended to reduce the risk of cross- contamination.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed the following inside the washroom in the facility:

-Nail polish remover, perfume, makeup and other items. These items were within easy access to the children. These items could cause a potential poisoning hazard.
Corrective Action(s): Please ensure any objects or substances that may be hazardous to the health and safety of the children are not accessable.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: The policy and procedure manual was reviewed. There is no active play or screen use policy. In discussion with the licensee she was unaware of the requirement of these two policies.
Corrective Action(s): Please ensure an active play and a screen use policy is developed, implemented and shared with families as outlined in the legislation.

Comments

At the inspection dated December 20,, 2018 there were 3 children and 1 staff present. At this inspection the above noted contraventions were identified . Please ensure to provide a written response to licensing identifying how the above noted contraventions have been addressed by January 4, 2019. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
The following education/recommendations were provided:
Promoting Active Play in the program
Active Supervision
Lead in the Water
Adding more items to the first aid kit
Adding more information to the child release policy
