Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:
Licensing
Physical Facility
Staffing
Policies and Procedures
Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

At time of this inspection all areas inspected were found to be in compliance with the exception of the following:

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Cleaning products are accessible as they stored in a cupboard under the sink in the Group Child Care (30 mosnsths to school age) Program and lock on door is broken.
Corrective Action(s): Staff indicated Manager is aware of the repairs required, and supplies were moved from the cupboard by staff to ensure they are inaccessible.

RECORDS AND REPORTING: 19052 - CCLR s.56.1(2)(b) - A Licensee must keep (b) a current record of each person to whom the written agreement is delivered in accordance with that section [CCALA s.19]
Observation: Random sample of 17 registration records for both Programs were reviewed and the Prepayment Agreement (i.e. parent contract) is missing for one child in the Group child Care (30 mos to school age) Program.
Corrective Action(s): Please review all records and ensure records are complete as per requirements.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Attendance records are kept, however the record in the Group Child Care (30 months to school age) Program is incomplete on some days as departure time is missing; and further when children leave for the Preschool Program the attendance record does not always reflect this information. This is a repeat violation as it was also identified previously.
Corrective Action(s): As discussed, please ensure attendance record is accurate at all times to ensure all children can be accounted for in case of an emergency evacuation.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: Photo or digital image is missing for 2 children.
Corrective Action(s): Please ensure all records are complete as per requirements.
Date to be Corrected: October 5,2017.

RECORDS AND REPORTING: 19190 - CCLR s.57(3)(a) - A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation: Emergency consent missing for one child.
Corrective Action(s): Please ensure records are complete.

Comments

The following was also observed and or discussed with the staff:
--Preschool program was not in session at time of inspection. Children in the Group Child Care (30 mos to school age) Program were observed engaged in free play, having a snack, and going for outdoor play. Staff stated children are provided with one hour of daily outdoor play time in the morning and afternoon, and indoor physical activities if unable to go outside. Staff was observed engaged with the children in their activities.
--Log book is in use for recording minor injuries or illness and staff stated parents are notified. Recommendation made that a bound book be used and reviewed requirements to ensure record is in sequential order.
--Care plan is complete for child, however recommendation made that more details be noted to ensure there is sufficient information to guide staff in providing an appropriate response.
--Fridge is used for storing childrn's food, however there is no thermometer for monitoring the temperature. The temperature was checked and measured within range for safe food storage( measured 1.6 degrees Celsius). Please ensure temperature is monitored and is between 0-4 degrees Celsius.
