Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance. COVID-19 Pre-screening was completed at the door.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10060 - CCLR s.11(3) - When advertising or otherwise offering services to the public, a licensee must identify the care program being offered.
Observation: Enrollment records, and facebook/website information indicate preschool hours, and operation.
Corrective Action(s): This is a repeat contravention. Please ensure to identify the care program being offered as In-Home-Multi-Age.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11160 - CCLR s.16(3)(a) - A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation: The enclosed outdoor fence on one side of play area had a gap between the shrub and the fence area, giving access to children, and could pose possible entrapment of a child.
Corrective Action(s): Please ensure the play area is enclosed to ensure that children are free from harm.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: -Plastic recycle bags in the bathroom drawer, a garbage bag in the outdoor play space, and plastic shopping bags under the sink in the main classroom were accessible to children.
- A garbage can in the outdoor play space was half full of water, with a floor lamp tipped over on the edge of the garbage can, giving access to the bin of water. The lamp was broken, and the electrical chord was accessible to children.
-The outside stairway to the upstairs deck were accessible. The gate at the top of the stairs appeared broken. Items such as cleaning supplies were accessible from the stairs.
-A large gas powered pressure washer was accessible to children in the outdoor play space.

Corrective Action(s): Please ensure that children do not have access to any object or substance that may be hazardous to the health and safety of children.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: Water temperature was recorded at 53.7 celsius in the sink children use to wash hands.
Corrective Action(s): Please ensure the water temperature is no more than 49 celsius.
Date to be Corrected: Immediately

POLICIES AND PROCEDURES: 13010 - CCLR s.22(1)(a) - A licensee must have all of the following: (a) emergency exits and a fire drill system approved by a local assistant within the meaning of the Fire Services Act.
Observation: The facility fire extinguisher has not been serviced since the opening the facility.
Corrective Action(s): Please ensure the fire extinguisher is serviced regularly.

Comments

Summary of Inspection
During today’s inspection, there were 6 children, and the licensee present. Licensee's family were present on site.

At this inspection the above noted contraventions were identified.
Licensee is required to submit a corrective action plan to address the contraventions. Licensing will conduct a follow-up inspection in 5 days.

The following was discussed:
-Legislative requirements for care type. Licensee asked about the process for amending care type. Information regarding the process was shared.
-The importance of knowing and understanding the Licensing Legislation. Licensee was aware of the Legislation and has a copy on file.
-Licensee asked about ECE license renewal, and was directed to the ECE registry.
