Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), and the Child Care Licensing Regulations (CCLR), and the Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: One staff record was missing; Certificate, validation, and record first aid had been completed. The licensee said they did receive the information in email, but did not have them on site at the time of the inspection.
Corrective Action(s): Please ensure to keep for each employee the records required under section 19

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation (CORRECTED DURING INSPECTION): -Toilet paper was not available to children in the bathroom
-A fabric cover was used on the vinyl change pad which had visible soil. The licensee said the change pad cover was changed daily.
Corrective Action(s): Please ensure to establish a program to instruct children in and to practice the rules of health and hygiene.
Date to be Corrected: This was corrected during the inspection

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Children's attendance records available on site did not have information showing each day whether the child is absent.
Corrective Action(s): Please ensure to keep for each child a record showing the daily attendance record, indicating for each day whether the child is absent or if the child is present the time of arrival.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Licensing reviewed 5 children's records, of those one record did not contain an emergency contact.
Corrective Action(s): Please ensure to obtain for each child name, telephone number of a parent, medical practitioner, and emergency contact.

Comments

Summary of Inspection:
During today’s inspection, there was 1 child and the licensee present.
At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.

The following was discussed:
Ensure to keep records of children who have withdrawn for two years.
Cleaning supplies for the bathroom and change pad sanitizing should be available, and separate from the kitchen cleaning supplies.
Create a system for ensuring food stored for children in the refrigerator are kept at food safe levels.
Documentation in the minor incident log book had been entered in since December 1, and not previously. Please continue to document in the minor incident book as needed.
