Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:
Licensing
Physical Facility
Staffing
Policies and Procedures
Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Contraventions
Previous Inspection -
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Upon review of staff files, a Criminal Record Check (CRC) from the Criminal Records Review Agency was missing for one staff. This staff had a clear criminal record check from the RCMP.
Corrective Action(s): The Manager indicated staff will be providing a copy of the CRC from her previous employer and will requiest for the result to be shared to provide a site specific CRC. Manager stated this staff will not be working alone at any time until a current CRC is received from the Criminal Records Review Agency.

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above.

There were 11 children observed in one Group Child Care (under 36 months) program and the second program room had 7 children ; and thirteen children were observed in the Group Child Care (30 months to school age) program. The Preschool program was not operating at time of this inspection.

Discussions regarding the following took place with the Manager:
--Active Supervision
--Reportable Incident reporting
--Active Play
--Temporary Placements
--Lead in water

The following resources were provided:

--Reportable Incident forms
--Safety Alert--Active Supervision

At present there are no exemptions/temporary placements in place, however discussion took place of an exemption application that will be submitted.

A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
A follow up inspection may be conducted due to the number and nature of the contraventions.
