Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: A strong smell of bleach was present in the two Group Child Care (30 months - school age) rooms and no windows were open. The manager stated that bleach is water is mixed according to instructions but on inspection the instructions on how to mix bleach and water were not available and the bleach bottles were not labelled with the contents.
Mr Clean is being used in the Group Child Care (school age) rooms to sanitize. Mr Clean is not a sanitizing solution.
Corrective Action(s): Please ensure that all staff are aware of the correct bleach/water mixing ratio and that bleach/water bottles are labelled with the contents. If there is a strong smell of bleach windows must be open to allow fresh air flow.
Please ensure that a solution that sanitizes is used on all high touch surfaces in the school age program.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During this inspection the interior of the blue recycling bin was in need of cleaning.
Corrective Action(s): Please ensure that the interior of the blue bin is kept clean.

MEDICATION: 16010 - CCLR s.53(1)(a) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation: Polysporin and After Bite are being administered to children without parental permission.
Corrective Action(s): Parental permission must be obtained before any over the counter medication is administered to children.

MEDICATION: 16030 - CCLR s.53(2)(a) - A licensee must ensure that a child's medication is not accessible to any child, except that a child may have access to his or her own medication if (a) the child's parent has instructed the licensee to permit this.
Observation (CORRECTED DURING INSPECTION): Two epi pens were accessible to children in care.
Corrective Action(s): The epi pens were made inaccessible to children during this inspection.

MEDICATION: 16080 - CCALA s.7(1)(b)(i) - A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation: One epi pen did not have a pharmacy label or any other means of identifying who the epi pen belonged to, who prescribed it or when it should be used.
Corrective Action(s): Please ensure a pharmacy label is on the epi pen to identify who it can be administered too, who prescribed it and when it is to be used.

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: Care plan for three children do not include the course of action recommended by health care professionals for a child requiring additional support.
Corrective Action(s): All care plans must include what actions staff need to take if a child has a reaction to a food they are allergic to.

Comments

Summary of Inspection
At the inspection dated July 25, 2023 there were 46 children and ten staff present. At this inspection the above noted contraventions were identified. The Licensee will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this routine inspection, a facility risk assessment tool is completed and a copy is provided. This report was reviewed with the manager and written off site. A copy of this report will be emailed to the manager.
The following were discussed:
Care plans must include sufficient information to guide and direct staff actions.
Ensuring the master list of children who have allergies or other medical conditions is current.
Ensuring all items in the first aid kit have a current expiry date.
Ensuring a copy of the Community Care & Assisted Living Act and the Child Care Licensing Regulation are available at the facility.
Ensring staff are aware of and follow the facility administration of medication policy.
Ensuring a repayment agreement is available for all families who prepay for child care (including Saturday drop in care if parents pay in advance).
Ensuring the depth of the bark mulch in the yard meets the requirements stated in Safe Play Spaces.
Ensuring all electronic records are available for two years after a child leaves the facility.
Keeping a written record when families are asked to update information in a child's file.
