Introduction

An unscheduled routineinspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

At the inspection dated January 28th, 2021 there were 60 children and 17 staff and 1 volunteer present.

- Immunization status required is yes or no, the whole document is not a licensing requirement.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The following was obeserved during inspection in different rooms:
- Nap blankets are stored touching. Facility sends personal blankets and soft toys home each day for washing however it was evident by the dirt that was on the items that some of these were not washed. In one room all the blankets were piled on top of one nap mat, in the other room the nap mats were stacked against each other and the items on top of all the mats.
- In one room, the bathroom was jammed full of storage items including the garbage bin, diaper pail, changes of clothing, wipes, and other items were stored against the toilet when a child would be seated within reach. The change mat was stored on the toilet.
-In one room, children's waterbottles were visibly soiled with food and were stacked with the mouth pieces touching each other in a small bin. They are readily accesible so that children may drink from them as needed.
Corrective Action(s): Please ensure that a healthy and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11060 - CCLR s.14(2) - A licensee must have one toilet and wash basin for every 10 children or fewer.
Observation: It was identified in 2 rooms in the facility one bathroom is restricted from the children's use. It is used as a storage room, staff and the manager stated that they had limited storage in the room but were looking into a shelving unit.

In the second room, the bathroom has been sealed shut. The manager had no knowledge of why this bathroom door was sealed shut and there is no record of this information on file.

Both of these bathrooms were counted in the approval for capacity in these rooms.
Corrective Action(s): Please provide a plan as to how this will be addressed.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: In the toddler program there was a bleach bottle stored accessible to a child that would be using the toilet.
Corrective Action(s): Please ensure that hazardous items are not accessible to children in care.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: 6 random staff files were reviewed and 1 staff file obtained a criminal record check obtained through another organization. Manager was not aware that this was the incorrect CRC.
Corrective Action(s): Please ensure that the criminal record checks are done through the Records review board in Victoria.

POLICIES AND PROCEDURES: 13010 - CCLR s.22(1)(a) - A licensee must have all of the following: (a) emergency exits and a fire drill system approved by a local assistant within the meaning of the Fire Services Act.
Observation: 3 fire extinguishers were reviewed at the facility and none of them had a tag indicating when and if they were serviced. The Manager was unaware that these were due or when they were last checked.
Corrective Action(s): Please ensure that a system is put in place to have these fire extinguishers services annually as required by the Fire Services act.

Comments

At this inspection the above noted contraventions were identified. The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
This report was written off site and emailed to the facility. Covid screening completed on site.
