Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).
All areas of the facility were reviewed for compliance.
A risk screening was conducted at inspection.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: Licensing observed that the water temperature in the bathrooms used by the Multi-age group and the Group child care (30 months to school age) was in excess of 54 degrees. Licensing acknowledges that there is signage to indicate that the water is very hot and the Licensee did say that children are educated to move the faucet handle to the right to provide cold water first. The Licensee also said that children were always supervised using the bathroom.
Corrective Action(s): Please provide a health and safety plan to licensing to ensure hot water is not acessible to children

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: On review of five staff files, Licensing observed that two staff were missing current validation status. One of these staff has an extension as per Section 31.1 of the CCLR's and one staff has recently renewed their certificate. Both certificates need to be appropriately verified.
Corrective Action(s): Please ensure anyone holding early childhood educator status has an up to date validation.

STAFFING: 12200 - CCLR s.22(2)(c) - A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation: Licensing reviewed the emergency evacuation procedure with a staff member who said that they hadn't practiced the emergency evacuation procedure. This was discussed with the Licensee .
Corrective Action(s): Please ensure all staff members have conducted an emergency evacuation drill.

Summary of Inspection

At today’s inspection there were 8 children and 2 staff present in the group child care (30 months to school age) program. 8 children in the multi-age program with 1 staff.
Licensing reviewed the facility’s COVID-19 prevention strategies.

At this inspection the above noted contraventions were identified.
The Licensee is required to submit a corrective action plan by the date below.
Licensing will review the corrective action plan.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following education/recommendations were provided through discussion:
- To complete an emergency evacuation drill to the new location and ensure emergency supplies are within date and enough for 72 hours of care for all children.
- Reportable Incident reporting to Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.

The facility has been receiving Licensing Officer’s emails.
