Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: Licensing observed that the Manager's name was not posted at the facility.
Corrective Action(s): Please ensure that this information is posted as per Section 11 of the CCLR's.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: On review of staff files, Licensing observed that 3 staff were missing immunization staus.

Corrective Action(s): Please ensure all staff information is present at time of employment.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: In discussion with staff member, Licensing observed that this staff member had not taken part in any fire drill since starting in September 2016
Corrective Action(s): Please ensure that staff implement the fire drill on a monthly basis to ensure they know how to effectively respond in an emergency.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Licensing reviewed fire drill records for the facility and observed that drills had not been recorded since September 2016. Staff stated that they had not practiced a fire drill.
Corrective Action(s): Please ensure fire drills are practiced and recorded on a monthly basis to ensure that everyone knows how to respond in an emergency.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Licensing observed the children sitting down to eat snack without first washing their hands.
Corrective Action(s): Please ensure that children are instructed inthe practice of a health and hygiene program

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: On review of 7 children's files, Licensing observed that 1 was missing a medical insurance plan number.
Corrective Action(s): Please ensure that all relevant information is recorded in a child's registration record.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: On review of 7 children's files, licensing observed that 4 children's registration files were missing enrolment dates.
Corrective Action(s): Please ensure that all children's files are complete at the time of registration

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: On review of the attendance records, licensing observed that the Group Child Care school Aged children were not signed out of the program when leaving for school, and back in again after school.
Corrective Action(s): Please ensure that the attendance records accurately reflect the children's movements to ensure their safety in case of an emergency.

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above

On site today was 1 staff with 4 children in the Group Child Care school aged program. This program runs in the morning and then after school at 3pm.
Staff to child ratio was in compliance with regulations

Licensing observed Staff engaged in conversation with children during snack time and then whilst presenting an art activity with them. Staff used appropriate and respectful language.
Licensing observed the children enter the facility after school and sit down for snack. Snack is provided by the parents. The children requested outdoor play after the art activity several times.
Children's art work is displayed in the facility.

Discussions with the Manager:-
- Licensing reviewed orientation processes with the Manager
- Licensing provided information regarding 'Live 5210' and the recent changes in legislation.
- Licensing recommends ensuring that all staff are aware of emergency protocols and ensure that the annual emergency evacuation drill is practiced and recorded prior to August 2017.
- Also, keeping a copy of staff certificates in the staff files as the posted certificates can be hard to read.

A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
A follow up inspection will be conducted at a later date.
