Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), and the Child Care Licensing Regulations (CCLR), and the Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: The name of the manager was not on display next the licence at the entrance of the facility upstairs where the children and families arrive and depart.
Corrective Action(s): Please ensure to display in a prominent place in the community care facility both the licence, including terms or conditions of the licence, and the name of the manager.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Staff file contained a current criminal record check which was not sites specific.
Corrective Action(s): Please ensure to obtain a site specific criminal record check.

HYGIENE AND COMMUNICABLE DISEASE: 15015 - CCLR s.14(4)(b) - A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (b) a wash basin.
Observation: No sturdy change surface was available for changing children in the upstairs area where staff had said they primarily provide care with exception to nap time.
Corrective Action(s): Please ensure to have a sturdy surface for changing diapers available where children are primarily being cared for.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Of eight children's files reviewed, one file did not contain the immunization record.
Corrective Action(s): Please ensure to keep for each child a record showing the immunization status.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Of eight children's files reviewed, four did not contain a date of enrolment in the community care facility.
Corrective Action(s): Please ensure to keep, for each child, a record showing the date of enrolment in the community care facility.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Of eight files reviewed, one file did not contain the medical practitioner's name and number, one file did not contain the medical practitioner's number, and one file did not contain the emergency contact for the child.
Corrective Action(s): Please ensure to keep for each child, a record showing the medical practitioners name and number.

Summary of Inspection:
During today’s inspection, there were 5 children, and 1 staff.
At this inspection the above noted contraventions were identified. Licensee has no further action required.

The following was discussed:
Discussed the documentation of daily outdoor checks.
Reviewed the transportation policies for the facility. Staff identified there has been no school pick ups since the facility has opened. Parents drop off to the facility.
Sufficient emergency food supplies.
