Introduction

An scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP). The inspectionwas scheduled as several attempts had been made to conduct the inspection and Licensee and children were off site.
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:
Licensing
Physical Facility
Staffing
Policies and Procedures
Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

At time of this inspection all areas inspected were found to be in compliance w ith the exception of the following :

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Random review completed children's registration records for 5 children and all were complete with the exception of an incomplete record of the immunization status for one child, and missing the care card number for another child.
Corrective Action(s): Please ensure records are complete as per requirements.

RECORDS AND REPORTING: 19190 - CCLR s.57(3)(a) - A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation (CORRECTED DURING INSPECTION): Emergency consent is missing for one child.
Corrective Action(s): This was completed during the inspection.

Comments

At time of this inspection the following was also observed and or discussed:
--At time of Licensing arrival the children were playing hockey in the garage and prior to this the children had been at the playground on the school grounds. After coming inside the children continued to play hockey indoor and played video game for the last 10-15 minutes prior to end of the day. Summer activities have included trips to local pools, water slides,movies, Harrison Lake,and trip to an orchard and the library. Licensee provides may opportunity for outdoor play.
--Discussed the Live 5-2-1-0 Public Health initiative and the resource Kit was provided.
--Reviewed log of minor injuries and or unusual events and noted one of the entries indicated child was seen by a medical practitioner for an injury that took place at a local park on the previous day and as a result discussed requirements for providing a Reportable Incident report to Licensing. Licensing will mail more Reportable Incident Forms for future use.
