Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:
Licensing
Physical Facility
Staffing
Policies and Procedures
Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

At time of this inspection all areas inspected were found to be in compliance with the exception of the following:

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: Record of fire drills indicates drill was not conducted for Oct and Nov 2016.
Corrective Action(s): Licensee was aware that she had missed doing the drill for last month and will ensure it is conducted early for next month.

Comments

The following was also observed and or discussed with the Licensee:
--Children were observed having a snack and watching a video. The Licensee stated she provides very short periods of TV, usually during transition time.
--Discussion took place regarding the Live 5-2-1-0 initiative and the Tool Kit was provided. Discussion also took place regarding the new Director of Licensing Standard for Active Play and the additional policies that will be required, (Active Play and Screen Use Policies). Manager was also made aware of other recent legislative changes.
--Licensee is now using both the main floor and the basement. The renovations are now complete in the basement, however the large room previously used as activity space is no longer in use, and the room previously used as nap room is now used as an activity room. If any child requires a nap then a play pen is used and child naps in the large room downstairs or in a bedroom on the top floor.
--There were no paper towels or single use towels in the washrooms and Licensee stated she has had problems with paper towels being thrown in the toilet and that she provides the paper towel to the children when hands are being washed. Discussion took place with Licensee to ensure paper towels or single use cloth towels be available at all times for children.
Note: Due to time constraint as Licensee was picking up a child from school, the findings of the inspection were reviewed with the Licensee, however, this report was partially written off site and sent by mail.
