Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). All areas of the facility were inspected for compliance.

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: 5 staff files were reviewed; 1 staff certificate was not validated through the registry.
Corrective Action(s): Please ensure that all staff files are complete.

STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: A criminal record check for a person over the age of 12 who is ordinarily present is not available.
Corrective Action(s): Please ensure that valid CRC is available for anyone over the age of 12 who are ordinarily present on the premise.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Fire Extinguisher has not been serviced annually.
Corrective Action(s): Please ensure that fire extinguisher is serviced and tagged annually.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: 10 children's files were reviewed; 1 child's sex information was missing on file.
Corrective Action(s): Please ensure that all children's files are complete.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: 10 children's files were reviewed; 1 child's date of enrolment was missing.
Corrective Action(s): Please ensure that all children's files are complete.

Comments

On the inspection date of December 8, 2021 there were 18 children and 2 staff present. At this inspection the above noted contraventions were identified. The Licensee is required to take action to bring the facility into compliance and submit the written response to Licensing by below date.
As part of this Routine Inspection a Facility Risk Assessment Tool. This inspection report and the risk assessment were written off site and a copy was provided to the facility via email, therefore no signature is attached.

The following items were discussed with the staff / Licensee contact:
- To complete employee immunization forms
- Discussed re: immunization record status for children in care
- Strategies for character references for staff
- Storage for life saving medications, e.g. epipens and/or inhalers
