Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP).

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: 3 staff files were reviewed; 3 of them were missing their immunization status record.
Corrective Action(s): Ensure that all staff files are complete.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: 1 staff's ECE certificate was not validated by the ECE registry.
Corrective Action(s): Ensure all staff files are complete.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: DLSOP Active Play – The Licensee has not implemented a Screen Use Policy.
Corrective Action(s): Ensure to limit screen time ( TV, computer or electronic games) to 30 minutes or less a day. Screen time is not offered to children under two years of age.

CARE AND/OR SUPERVISION: 14060 - CCLR s.39(1) - A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation: LO observed 2 children in sleeping in 2 separate nap rooms unsupervised. LO discussed some strategies to ensure continuos supervision is provided to the children at all times, including the nappers.
Corrective Action(s): Ensure that all children are supervised at all times while in care.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: 4 children's files were reviewed; 1 child's MSP number was missing.
Corrective Action(s): Ensure that all children's files are complete.

Comments

Summary of Inspection
At today’s inspection there were 8 children, the Licensee, 1 support worker and 1 volunteer present. At this inspection the above noted contraventions were identified. Licensee is required to provide a written response by below date, including how areas found to be in non-compliance are addressed. As part of this Routine Inspection, a Facility Risk Assessment Tool was completed. This report was reviewed with the Manager onsite and a copy was provided via email; therefore no signature is attached.
The following education/recommendations were provided in regards to:
- Safe and Healthy diaper changing practices in home setting
