Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed that in the two nap areas downstairs, the sleeping mats had bedsheets and were stacked together while not in use. Due to the fact that they were all stacked, the bedsheets were touching each other.
Corrective Action(s): Ensure that the sleeping mats with the bedsheets are stored in a way that they are not touching each other.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Licensing observed that the door of the universal restroom downstairs was wide open and liquid substances for cleaning were stored under the sink, which was accessible to children. During the inspection, a staff said that the door is usually kept close.
Corrective Action(s): Ensure children do not have access to any substances that may be hazardous to their health or safety.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Licensing observed that the Criminal Record Check of one staff has expired.
Corrective Action(s): Ensure that the Criminal Record Check is updated and included on file.

HYGIENE AND COMMUNICABLE DISEASE: 15010 - CCLR s.14(4)(a) - A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (a) a covered container for soiled clothing.
Observation: Licensing observed in the downstairs bathroom for children that soiled diapers were being placed and disposed in a container without a lid.
Corrective Action(s): Ensure soiled diapers are being placed and disposed in a covered container.

Comments

At the inspection dated Feb. 15, 2022 there were 80 children and 17 staff present.The manager was on-site and assisted with the inspection. At this inspection, the above noted contraventions were identified. Actions required by the licensee includes a written response. The contraventions noted in this report were reviewed with the manager during the inspection.

A COVID-19 Risk Screening was also completed on-site.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations/discussions were provided:
- Reportable Incident procedures
- Staff to continue to constantly review facility policies
- Continue to clean and sanitize the facility including toys and equipment
- Hand hygiene procedures
- Continue to have indoor ventilation
- System in place for checking the expiry date of items in the emergency supplies kit
