Introduction

An unscheduled Routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), and the Child Care Licensing Regulations (CCLR), and the Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The bathroom sink counter was lifting from moisture build up, preventing easy sanitization of the counter. The manager said the maintenance person would be taking a look at this today.
Corrective Action(s): Please ensure that the community care facility and the furniture, and equipment and fixtures within it are clean and in good repair while children are in attendance.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Licensing reviewed six employee files, one employee file contained a criminal record check that was not site specific.
Corrective Action(s): Please ensure to obtain for each employee a criminal record check.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: Licensing reviewed six employee files, one employee file contained no evidence of character references in respect of the person.
Corrective Action(s): Please ensure the manager has first met with the person and obtained the character references.

Observation: Licensing reviewed six employee files, one employee file contained no record of the person's work history.
Corrective Action(s): Please ensure that the manager has first met with the employee and obtained the person's work history.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: Licensing reviewed six employee files, two employee files contained no evidence that the person has complied with the Province's immunization and tuberculosis programs.
Corrective Action(s): Please ensure to obtain evidence that the person has complied with the Province's immunization and tuberculosis programs.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Licensing reviewed six employee files, one employee file contained no record that the early childhood educator certification had been verified through the system maintained by the early childhood registry.
Corrective Action(s): Please ensure to keep record that the early childhood educator certification for each staff had been verified through the system maintained by the early childhood registry

Comments

Summary of Inspection:
During today’s inspection, there were 20 children, 4 staff, and the facility manger present.
The second Infant and Toddler classroom has not yet been filled with enrolment at the time of inspection. Building maintenance workers were on site putting together storage units in the classroom for additional storage.
At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.

The following was discussed:
BCCDC guidance for facility cleaning and sanitization.
Location and access to the one use towels for children in the bathroom for easy access to dry hands.
Labelling of cleaning products such as bleach bottles.
Provision of shade in the Infant and Toddler outdoor space. The manager said they are working on getting shelters installed.
Parent repayment agreements to include amounts on the contract.
Documenting that references have been checked by the manager for all staff.
