Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:
Licensing
Physical Facility
Staffing
Policies and Procedures
Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

At time of this inspection all areas inspected were found to be in compliance with the exception of the following:

Observed Violations
RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: On review of a random selection of 10 children's records, Licensing observed that 1 was missing immunization status
Corrective Action(s): Please ensure that all childrn's information is complete at the time of enrolment.
Date to be Corrected: Feb 1st 2018

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: On review of a random selection of 10 children's records, Licensing observed that 3 were missing date of enrolment.
Corrective Action(s): Please ensure all information in children's records is complete at the time of enrolment

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: On review of children's records, Licensing observed that 2 children requiring medication did not have care plans on file to assist staff in knowing how to respond in an emergency. Licensee stated that these children are of an age where they self administer but staff need to be aware of how to respond if a child is unable to self administer at any time
Corrective Action(s): Licensee stated that care plans will be created for these children.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: On review of children's records, Licensing observed that one care plan that was in place had not been reviewed since September 2016. Discussed with the Licensee.
Corrective Action(s): Please ensure that care plans are reviewed with the parents on an annual basis to ensure that all records are accurate for staff response.

Comments

At time of this inspection the following was also observed and or discussed:
--On site today were 2 ECE staff and the Manager and another driver also arrived to drive children to school.
--Staff to child ratio exceeded compliance with regulations.
--A monthly Preschool newsletter is provided to the parents. There is a daily theme for the school age program, and programming will include cooking.
Licensing observed Staff engaged with the children and staff used appropriate language and guidance techniques. Children were engaged in free choice play activities.
- Licensing reviewed the cleaning products with the Manager
--Digital photos are available for all children, however recommendation made to print off photos and attach with emergency consent cards
-Licensee has completed the new policies for Active Play and Screen Time policies and Manager stated the policies were added to the parent packages and have been provided to the parents and staff.
- Outdoor play occurs on a daily basis and the activities offered meet the requirements of Schedule G.
Licensing observed the children in free play with some screen time in the programming.

A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
