Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:

Policies and Procedures
Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Contraventions
Previous Inspection -
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
POLICIES AND PROCEDURES: 13010 - CCLR s.22(1)(a) - A licensee must have all of the following: (a) emergency exits and a fire drill system approved by a local assistant within the meaning of the Fire Services Act.
Observation: Licensing observed that the fire extinguisher was due for annual inspection in Dec 2017.
Corrective Action(s): Please ensure that extinguishers are serviced on an annual basis

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: On a random selection of children's emergency cards, Licensing observed that 2 were missing digital images.
Corrective Action(s): Please ensure all children's information has a digital image attached.

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above

On site today was the Manager with 2 other staff members and 10 children in attendance.

Staff to child ratio exceeded regulations
Programming is posted and available for parent review
Licensing observed the children in a welcome circle followed by table top activities with colouring and letter writing as well as art activity

Discussions with the Manager:-
- Licensing reviewed care plan requirements with the Manager of 1 child who doesn't typically attend when requiring medication
- Licensing provided information regarding Appetite to Play (see website above) and provided the immunization poster as a resource.
- Licensing recommends ensuring that the parent contract contains acknowledgement of receiving a copy of the facility policies and procedures.
There are good facility systems in place to ensure compliance.
Extended Preschool exemptions in place. Recent approval for a temporary placement no longer required.
Licensing observed Staff engaged with children using positive language and guidance. All staff actively engaged with the children during activities.

A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
