Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), and the Child Care Licensing Regulations (CCLR), and the Director of Licensing Standards of Practice (DOLSOP). All care categories were inspected for compliance.

Observed Violations
POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: During the inspection licensing observed:
-The emergency evacuation plan had not been practiced
-The emergency supplies contained expired food, and had no system for regularly reviewing the emergency supplies to ensure the facility is able to mitigate, respond to and recover from any emergency.
Corrective Action(s): Please ensure to have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

RECORDS AND REPORTING: 19051 - CCLR s.56.1(2)(a) - A licensee must keep (a) a copy of the written statement, referred to in section 19 of the Act, that the licensee delivers to persons who prepay part of the cost of services
Observation: During the inspection licensing reviewed 8 children's files, of those 2 files did not contain copy of the written statement, referred to in section 19 of the act, that the licensee delivers to the person who prepays part of the cost of services.
Corrective Action(s): Please ensure that you have record of the written statement signed by the parent.

RECORDS AND REPORTING: 19190 - CCLR s.57(3)(a) - A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation: During the inspection licensing reviewed 8 children's files, of those 2 files were missing parent consent to call an medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Corrective Action(s): Please ensure to have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.

Comments

Summary of Inspection:
During today’s inspection, there were no children in care due to a parent interviews. The facility manager welcomed licensing in to conduct the routine inspection while one staff, a student and the facility manger were present.
At this inspection the above contraventions were identified and written response is required by the licensee.

The following was discussed:
Care plans to be signed and dated to ensure they are reviewed annually
Discussed the extension of an retention of a child currently attending the program
