Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance with the exception of the entire outdoor space as it was under repair due to the weather.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: During the inspection the Manager's name was not posted. This was corrected during the inspection. This is a repeat contravention.
Corrective Action(s): Please ensure the Manager's name is posted in the facility.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following inside the facility:

-Two cords within easy reach of the children. This could be a potential falling hazard. Corrected during the inspection.
-Two doors that lead to the garage were left unlocked. Inside the garage were chemicals such as bleach. This could be a potential poisoning hazard. Corrected during the inspection.
Corrective Action(s): Please ensure a health and safe environment is provided at all times to children in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During the inspection the following was observed:

-The cushion padded flooring was showing signs of wear and some pieces were flaking off.
-Several mats were showing signs of wear and the back of the matting was deteriorating. The mats were removed during the inspection.
Corrective Action(s): Please ensure the furniture and equipment is clean and in good repair while children are in attendance.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Three out of three staff files were reviewed. One staff record was missing a site specific criminal record check (CRC). It was noted that a current non site specific CRC is on file. In addition one staff was missing a record of immunization status.
Corrective Action(s): Please ensure staff records are current and complete.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: The policy and procedures were reviewed. There was no policy noted for screen use (corrected during the inspection) or safe release.
Corrective Action(s): Please ensure these policies are created and shared with the families.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: The daily attendance record was observed for the week of February 18, 2019. Five departure times were missing.
Corrective Action(s): Please ensure attendance records are complete.

Comments

At the inspection dated February 20, 2019 there were 7 children and 2 staff and 1 director present. At this inspection the above noted contraventions were identified. Please ensure a written response is provided to Licensing by March 6, 2019 addressing the noted contraventions. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:

Promoting Active Play in the program
Active Supervision
Lead in the Water
More items need to be added to the first aid kit
Put emergency supplies in one container for easy access

A follow up inspection will need to be completed. Due to the weather a portion of the outdoor space is not being used.
