Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Nutrition and Food Services

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Reviewed storage system of medication which is currently stored within a child's backpack within the cubbies area. Discussed a system whereby the staff could have immediate access and however stored in such a way that children would not have access in order to ensure their health and safety.
Corrective Action(s): please ensure children do not have access to any object or substance which may pose risk to their health / safety. The staff ensured safe storage during the inspection. Please provide in your written response your plan to address storage of medication.

Comments

Licensing reviewed and provided a copy of the Fraser Health - Safety Alert which speaks to the importance of ensuring Active and Ongoing Supervision. A good level of supervision was observed during todays inspection.
Reviewed with the facility manager recent Staffing Exemption application ( 1 for each site ) approved as discussed based on additional information provided relevant to the duties and coverage plan to be implemented Written approval to be forwarded by mail.
. Observed children participating in outdoor time , lunch and transitioning to nap time. Some of the children are signed out and attend Preschool as observed.
Discussed ongoing cleaning of areas such as appliances / fridge and lower level walls. The manager included putting forward a request for painting of some areas.
Facility holds a food service permit - provides lunches , observed cheese pizza and vegetables served as included on today's menu.
Suggested implementing a substitution list when making changes to the menu in order to ensure similar food groups are served.
Licensing employs a Licensing Dietitian on staff ,discussed forwarding the facility menu for added feedback of its content.
Reviewed amendment process in order to accurately reflect the programs provided, Licence of 2nd site includes GCC ( 30 mos - school-age ) which as stated by manager is not in operation. Provided amendment form
