Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).
All areas of the facility were reviewed for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following:
- Kitchen area of the facility where food preparation takes place is very cluttered on the counters and floor space - this also restricts access to one of the evacuation exits. There are 2 other exits available.
- Outdoor area does not have a safety gate on the stairs leading to the upstairs deck
- The lid on the sand box is splitting leaving sharp areas and accessible to children
- The storage area where the emergency supplies is also cluttered and access to the supplies is restricted.
Corrective Action(s): Please ensure a safe and healthy environment at all times. Please provide a compliance plan to Licensing

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Licensing reviewed complete fire drill records but observed that evacuation drills were not recorded although completed. Discussed with Licensee.
Corrective Action(s): Please ensure all drills completed are recorded appropriately

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation (CORRECTED DURING INSPECTION): Licensing observed that the attendance records were not complete for the last week not did they shown absences or days of non attendance. Discussed with the Licensee the importance of complete and accurate records in case of an emergency situation.
Corrective Action(s): Please ensure records of attendance are accurate and complete at all times

Comments

Summary of Inspection

At today’s inspection there were 5 children and the Licensee present. 2 other children were at school. There are 13 children currently enrolled.
Licensing did a full walk through of the home.
At this inspection the above noted contraventions were identified.
Licensee is required to provide a corrective action plan to Licensing by the date below.
Licensing will review and monitor the corrective action plan.
As part of this Routine Inspection a Facility Risk Assessment Tool was completed and a copy was provided.

The following education/recommendations were provided through discussion:
- Promoting Active Play in the program
- Temporary Placements
- Active Supervision - reminder
- Reportable Incident reporting to Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
- The importance of maintaining a physical minor incident log book.
