Introduction

An unscheduled inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).

The following areas were reviewed:

· Physical Facility
· Staffing
· Polices & Procedures
· Care & Supervision
· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting


As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation

Contraventions
Previous Inspection - Contraventions observed on FIR #SMOY-AVLQGV have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): The outlets in the children's napping area and in the hallway near the bathroom were found to be uncovered.
Corrective Action(s): Please ensure all outlets are kept covered after use to ensure a safe environment is provided to children at all times

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation (CORRECTED DURING INSPECTION): The water temperature for the sink where children wash their hands was observed to be 51 degrees celsius. The licensee stated that she supervises the children when they are washing their hands.
Corrective Action(s): Please ensure water that is accessible to children is kept under 49 degrees celcius.

STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: It was observed that one criminal record check of a person over the age of 12 that is ordinarily on the premises expired on January 23, 2019. Instructions have been left to renew this CRC
Corrective Action(s): Please ensure CRC's are kept up to date for all persons over the age of 12 who are ordinarily on the premises

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: It was observed that the licensees criminal record check expired on January 23, 2019. Instructions have been left with the licensee to renew the CRC.
Corrective Action(s): Please ensure your CRC is renewed and that all records required under section 19(1) are kept current

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: It was observed that the active play and screen time policies have not been developed or shared with the families. The licensee stated that she does not allow the children to watch T.V. at the center and that the children have outdoor play time everyday
Corrective Action(s): Please develop and implement a screen time and active play policy and share them with the families

RECORDS AND REPORTING: 19050 - CCLR s.56(1)(f) - A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation: It was observed that no record of minor injuries and illnesses is being kept
Corrective Action(s): Please ensure a system is put in place to keep current records of each of the following stated above

Comments

At the inspection dated February 14, 2019 there were 3 children and 1 staff present. At this inspection the above noted contraventions were identified or no contraventions were identified. Actions required by the licensee and actions required the LO included here. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

-The outdoor play space was covered in snow, licensing officer was unable to inspect it today
The fire extinguisher requires servicing before February 28, 2019. It was discussed with the licensee and she stated that she will get it serviced next week
-A discussion was had with the licensee regarding parental permission requirements to apply products with a DIN number on children
