Introduction

NEW INTRO FOR ROUTINE

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:

Policies and Procedures
Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

At time of this inspection all areas inspected were found to be in compliance with the exception of those noted below:

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Children in the Group Child Care (under 36 months) Program were observed washing their hands however one towel was shared for drying hands. There is a paper towel dospenser in place, however it was empty.
Corrective Action(s): Please ensure individual towels or paper towels are available for each child to ensure children's health.

RECORDS AND REPORTING: 19060 - CCLR s.57(1)(a)(b)(c) - A licensee must keep current records for each child showing (a) the information set out in subsection (2),
(b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and
(c) the consents referred to in subsection (3).
Observation: There were two children in the Group Child Care (school age) Program for whom no registration recordds were on site. The Manager stated these children were helping today for a short period with Easter activities.
Corrective Action(s): Please ensure registration records are complete for all children on site if they are under the age of 12.

Comments

The following was also observed and or discussed with the staff and or Manager:
--The Manager was on site and working in the Group Child Care (school age)Program; there were 2 ECE staff in the Group Child Care (30 months to school age) Program with 8 children and two IT Educator staff with 6 children. Staff to child ratio exceeded compliance with regulations
--Programming is posted and available for parent review via a notice board - Program operates on a theme basis.
--Licensing observed Staff engaged with children with their activities, and staff used appropriate language and guidance techniques.
Licensing observed the children in the Group Child Care (under 36 months) program having indoor gross motor time, followed by snack and going outside for play and Ester egg hunt. Children in the Group Child Care (30 mos to school age) program were engaged in free play, art, having snack and going outside for Ester egg hunt and outdoor play.
Bathrooms are located in the hallway of the school and children go in small groups with a staff.
--Care plan is current and posted for child requiring it, however Licensing recommends that more details regarding response required be included and in addition a medication consent form be completed to complete record if any medication is administered.

A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
