Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:

Policies and Procedures
Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

At time of this inspection all areas inspected were found to be in compliance with the exception of those noted below:

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: The Early Childhood Educator (ECE) Certificate posted indicates it is valid, however proof of validation is required and record is not available.
Corrective Action(s): Please ensure validation is completed and record is availaable.

STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: First Aid Certificate expired on April 11,2018 and requires renewal.
Corrective Action(s): Please ensure First Aid is renewed immediately.

POLICIES AND PROCEDURES: 13120 - DLSOP Active Play - The Licensee must develop and implement a Screen Use Policy to guide employees in the use of screen time activities.
Observation: Based on discussion, the Licensee's practice meets the requirements of Screen Use policy as per the Director of Licensing Standard of Active Play.
Corrective Action(s): Please ensure policy is completed as per the new requirements and that paretns are provided policy.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Record of enrollment date is missing for one child.
Corrective Action(s): Please ensure records are complete for all children.

RECORDS AND REPORTING: 19210 - CCLR s.58(1)(a) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation: Written Care Plan is not complete for a child requiring the use of an Epi-pen. The Licensee is aware of the response to be provided
Corrective Action(s): Please complete a written care plan as discussed and also complete a medication administration consent form for medication to be provided.

Comments

At time of this inspection the following was also observed and or discussed wiht trhe Licensee:
There were 5 children in care with the Licensee. At time of Licensing Officer's arrival the children were getting ready to go outside and children remained outside for approximately 1.5 hours, children washed hands when coming inside, followed by table top activities,lunch and story time before nap.
Based on discussion regarding daily program of activities the Licensee does not provide screen use, however written Screen Use Policy is missing. Children are also in the process of completing a mother's day gift, and Licensee indicated she also provides a phonics component.
Licensing observed the Licensee engaged with the children during their outside and indoor activities and used appropriate language and guidance techniques.
Discussion took place regarding the posted menu as on some days the afternoon snack lists only one food item, however based on discussion the Licensee actively promotes healthy eating and indicated children are provided other food with the snacks. In addition, the Licensee also provides food based on children's needs and is allergies and preferences are posted.
A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.
