Introduction

An unscheduled Routine Inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of the inspection.
The following areas were reviewed:

· Care and Supervision
· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #JCHE-A3WQ4B have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: The manager's name is not posted, this was coded at the last routine inspection
Corrective Action(s): Please post the manager's name by the facility licence

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Some staff files do not contain proof of licence validation
Corrective Action(s): Please review all staff files and complete the validation process with the ECE Registry and ensure all staff files have proof of validation contained in their personnel files

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: The manager stated that a yearly inspection of the emergency preparedness supplies is completed each year but not recorded, this was coded at the last routine inspection
Corrective Action(s): Please develop a system to record the date of the yearly emergency preparedness inspection

Comments

Live 5-2-1-0 resources were left for the manager. The requirement for the development and implementation of an Active Play and Screen Time policy by September 2017 was discussed with the manager. It was discussed with the manager that if a staff person's licence to practice expires, that person is considered to no longer have a valid licence and cannot be used as part of the staff/child ratio until either they receive their new valid licence or an exemption is submitted to and approved by licensing. This occurred at today's inspection, this staff has a valid assistant licence so will only be counted as an assistant, not a qualified early childhood educator.
