Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act(CCALA) and the Child Care Licensing Regulations(CCLR) and the relevant Director of Licensing Standards of practice (DOLSOP).

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: -Storage cabinet located in the kitchen was unsecured providing a risk for tipping.
-One door leading to the storage room where it contained storage of hazardous items was unlocked and accessible to children.
-The door leading to the upstairs area was open and accessible to children in care.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): One cabinet in the kitchen which was unsecured contained a large bottle of washing detergent, another cabinet drawer contained superglue both were accessible to children in care.
Corrective Action(s): Please ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: Fire drills have not yet been completed on a monthly basis since facility opening.
Corrective Action(s): Please ensure that each employee practices implementing the fire drill system at least once each month.
Date to be Corrected: Immediately and ongoing.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: The licensee's family member who was under 12 years was on site during the inspection with no record of attendance at the time. The child went back into another part of the home. Licensee said the child was bringing the licensee a message, and is not in attendance today.
Corrective Action(s): Please ensure to keep for each child a record showing the following information, (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Comments

Summary of Inspection:
During today’s inspection, there were 3 children and the licensee present. At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.
As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.
The following education/recommendations were provided:
· Licensing confirmed expiry dates for valid criminal record checks, and the plan for two more person's ordinarily present to be completed.
· Posting managers name next to the licence
· Outdoor checklist for ensuring regular checks for safety concerns. Licensee will provide licensing a plan for the completion of a retaining wall to be constructed in the daycare playground prior to the commencement of the work.
· Emergency evacuation practices every year.
· Repayment agreement discussed.
