Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed climbing equipment located on a brick surface in the children's outdoor space, which poses a risk of injury if a child were to fall.
Corrective Action(s): Ensure to provide protective surfacing below climbing equipment to reduce the risk of injury from falls, as per the DOLSOP - Safe Play Space

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Licensing observed insufficient emergency supplies to care for children for up to 72 hours.
Corrective Action(s): Ensure to keep sufficient supplies, such as food and water, to care for children for up to 72 hours in the event of an emergency.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Multi-Age CC - Staff to Child Ratio not maintained. (ECE)
Corrective Action(s): Ensure to maintrain ratios as defined in CCLR Schedule E.

MEDICATION: 16020 - CCLR s.53(1)(b) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation: Medication that the licensee agreed to give to a child; as needed, according to the Care Plan created with a parent was expired and therefore not accessible to employees.
Corrective Action(s): Ensure that any medication included in a care plan is readily accessible to the staff.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation (CORRECTED DURING INSPECTION): Upon arrival, Licensing observed that the record of attendance had not yet been taken.The Licensee updated the record of attendance during the inspection.
Corrective Action(s): Ensure to maintain an accurate record of attendance at all times.

During this inspection, the above noted contraventions were identified. As part of this Routine inspection, a Facility Risk Assessment Tool was completed.
The following was discussed with the Licensee during the inspection:
- Program of Activities: CCLR Schedule G
- Re-direction strategies
- Life threatening allergies
The information contained in the report was discussed with the Licensee and the report and risk assessment were written off-site. Licensing emailed a copy of the report and the risk assessment to the facility.
