Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Nutrition and Food Services

· Records and Reporting
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year ‘historical’ review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: Two staff files were reviewed and one staff did not have documentation outlining verification of the ECE certificate.
Corrective Action(s): Ensure all staff files are complete including validation of ECE certificates.

POLICIES AND PROCEDURES: 13100 - DLSOP Active Play - The Licensee must develop and implement an Active Play Policy to engage children in daily active play, consisting of un-facilitated play and facilitated games and activities.
Observation: No active Play policy has been developed yet. This was discussed at the last inspection but has yet to be developed. Licensing discussed the objectives of this policy with the Manager.
Corrective Action(s): Ensure an Active Play policy is developed, implemented and shared with families.

POLICIES AND PROCEDURES: 13120 - DLSOP Active Play - The Licensee must develop and implement a Screen Use Policy to guide employees in the use of screen time activities.
Observation: No Screen Use policy has been developed. This was discussed at the last routine inspection but has yet to be developed.
Corrective Action(s): Ensure and Screen Use Policy is developed, implemented and shared with families.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: Two staff were in attendance during today's inspection. One staff is a Responsible Adult and one staff is an ECE. The Manager discussed that the RA has been with the program since the previous manager left. The staff to child ratios do meet CCLR. Staff qualifications were discussed and the process for submitting an Application for Exemption.
Corrective Action(s): Ensure the staff to child ratios are in compliance with what is outlined in Schedule E of the CCLR's.

NUTRITION AND FOOD SERVICES: 17120 - CCLR s.48(6) - A licensee must make available to parents information on the food and drink given to children.
Observation: Snack is provided to the children in each program. The food provided is not recorded or made available to the parents.
Corrective Action(s): Ensure food and drink provided to the children is available to the parents for each program.

Comments

Several Preschool programs at different times of the day and week. The program has three chicken chicks that are contained in the art room and are supervised well and of great interest to the children and families enrolled.

The children were observed in free play activities, circle time, art activities, snack and gross motor experiences. Resources were abundant in quantity and supervision was consistent while being available to answer LO questions.

Resources shared today include; Immunization Poster and Director of Licensing Standard of Practice - Active Play.
