Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP).
Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

The following areas were reviewed:
Licensing
Physical Facility
Staffing
Policies and Procedures
Care and supervision/Hygiene and medication
Nutrition
Program
Child Records and reporting

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy is provided to the facility.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation (CORRECTED DURING INSPECTION): Validation of qualification for an ECE Assistant was missing for one staff.
Corrective Action(s): Completed by Licensee during inspection.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Five staff files were reviewed and record was on file for registration for Responsible Adult, however record of completion of the training was not available for review; and copy of the application for Criminal Record Check(CRC) was missing for one staff but record indicated it has been sent and further, Licensee indicated the staff does have a current CRC from another agency but it was also not available for review.
Corrective Action(s): As discussed, please ensure all records are complete prior to employment of staff.

RECORDS AND REPORTING: 19052 - CCLR s.56.1(2)(b) - A Licensee must keep (b) a current record of each person to whom the written agreement is delivered in accordance with that section [CCALA s.19]
Observation: Fifteen registration records were reviewed and record is missing for one indicating that the prepayment information was received.
Corrective Action(s): Please ensure all records are complete as per requirements.

Comments

The operation of the facility is in compliance with current regulations of the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulation (CCLR) apart from any listed above

There were 2 ECE qualified staff on site today with 14 children in the Preschool program.

Discussions regarding the following took place with the Licensee/Staff:
- Active supervision
- Running taps to reduce potential risk of lead in drinking water.
- Reportable Incident(RI) reporting
- Criminal Record Check process

Resources provided:
- RI reporting bulletin
- Safety Alert- Active supervision

There are no Exemptions/temporary placements in place.

A response in writing is required to be submitted to Licensing by the date below, outlining how the contravention(s) have been addressed.

Note: Licensing returned back to complete inspection and review report with the Licensee.
