Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were reviewed for compliance

Contraventions
Previous Inspection - Contraventions observed on FIR #DCHG-AVCTZP have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11170 - CCLR s.16(3)(b) - A licensee must ensure that the entire outdoor play area is (b) constructed in a manner, and using materials, that are suitable for the age and development of the children intended to use it.
Observation: During inspection Licensing observed landscape fabric showing in both of the outdoor playgrounds that have bark mulch as resilient surfacing. The landscape fabric is sticking up & is a tripping hazard.

Manager stated they would contact their maintenance department to have it addressed.
Corrective Action(s): Ensure landscape fabric is covered to prevent tripping hazard.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: During inspection Licensing randomly reviewed 8 staff files and noted one staff file was missing the immunization status.
Corrective Action(s): Ensure immunization status is on file for this staff person.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: During inspection Licensing randomly reviewed 8 staff files and noted 2 staff files did not show proof that the ECE certificates had been verified.
Corrective Action(s): Ensure the ECE certificates for these 2 staff have been verified.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: During inspection Licensing randomly reviewed 8 staff files and noted one staff file had Criminal Record Approval letters addressed to a different employer.

Manager stated they will have the staff complete the "CRC Share Form" to have the information shared with the Licensee.
Corrective Action(s): Ensure Criminal Record Approval letter is addressed to the Licensee.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: During inspection Licensing reviewed fire drill records and noted one room did not record fire drills after Sept 2018.

Staff stated fire drills are practiced monthly with the whole facility participating.
Corrective Action(s): Ensure fire drills are recorded in each room as proof that the drill was conducted.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: During inspection Licensing randomly reviewed 12 children's files and noted one child's file was missing immunization status.
Corrective Action(s): Ensure immunization status is on file for this child.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: During inspection Licensing randomly reviewed 12 children's files and noted 7 children are missing medical doctor/ clinic information.
Corrective Action(s): Ensure the medical doctor/ clinic information is on file for these children.

Comments

At the inspection dated Jan. 18/19 there were 96 children and 18 staff present. At this inspection the above noted contraventions were identified.
Licensee to submit written documentation to Licensing Officer once contraventions have been addressed.
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
Inspection report was reviewed with manager before it was printed.

During inspection Licensing observed children engaged in free play both inside and outside; engaged in circle times; creating art etc.

During inspection Licensing observed staff in all programs interacting with children while they were engaged in activities as well as giving warnings before transition times.
